Introduction of Ageing China Development Centre



Population ageing is the most significant demographic challenge facing China today. The number of older persons above 60 years older reached 222 million by end of 2015, accounting for 16.1% of the total population in China. The proportion of older people in the total population is expected to grow from roughly 10% in 2000 to 31% in 2050. Older people’s needs are growing rapidly.

HelpAge has collaborated with Chinese partners including China National Committee on Ageing (CNCA), Provincial Committees on Ageing and relevant universities in Western China. These collaborations have been in place for more than 13 years, allowing HelpAge to successfully implement several projects to address the needs of the ageing population through working with community based Older People’s Associations (OPAs) to address the key issues  that older people face, such as income security, health, care, and social participation.

Civil society organizations in China are playing growing roles, especially after the Wenchuan earthquake in Sichuan in 2008. In recent years, different government bodies have been encouraging NGOs to provide differing types of social services; this is a new social trend in China.

With support from HelpAge International, CNCA, and SPCA, a new Chinese NGO, the AgeingChina Development Centre (ACDC) in Shaanxi Province was established in 2014. ACDC is a not-for-profit organization working on the well-being and benefits of older people, engaging the active involvement of older people and other stakeholders in China. It will work with local authorities, relevant CSOs and communities on population ageing related issues to transfer knowledge, share the best practices and lessons learned, mobilize resources and raise awareness on the issues of population ageing and development in China.

ACDC team have over a decade of experience working with local, national and international organizations on ageing, and has very good connections with local Civil Affairs and Ageing authorities.


ACDC envisions a society in which older people contribute and participate in development and are enabled to live secure, active and healthy lives.


To cooperate and collaborate with relevant government agencies such as ageing authorities, civil society organizations, donors and development partners, with additional support from individuals to facilitate older people’s contribution and participation in development, rights and access to healthcare, social services and economic and physical security.

Core operational areas

1)Conducting population ageing related training, survey and study;

2)Conducting activities related to design, assessment and evaluation of social projects related to ageing;

3)Capacity building for civil society organizations and older people’s associations;

4)Health promotion and psychosocial well-being for older people;

5)Promote professional, standardized, and age-friendly care services for older people;

6)Reduce old age poverty and enhance financial inclusion;

7)Undertake relevant services and projects funded by government agencies and other organizations;

8)Other relevant operational areas based on the needs of older people.
